SWIMSAFER 2.0 PROGRAM

What is SwimSafer 2.0?

 

 

SwimSafer is a new national water programme introduced and rolled out on 5 July 2010.  This follows a review of existing national water safety programmes called by the National Water Safety Council (NWSC) in July 2008. The aim is to impart to Singaporeans the necessary water safety knowledge and a wide range of water survival skills as a safeguard against drowning.  Created specially for children below 16 years old, this program will help evolve your child from a non-swimmer into a good swimmer.  This is the only program recognised by all schools, institutions and water-related sports (e.g. Kayaking, scuba diving) in Singapore.

SwimSafer programme was reviewed and revised in April 2018.  The SwimSafer 2.0 - the enhanced programme, will provide participants with a more rigorous water survival and swimming competency programme.    The revamped programme comes with a revised syllabus and assessment approach, together with enhanced instructor quality through training and re-certification to provide quality learning for participants.  It also incorporates an online on water safety knowledge for participants to consolidate their learning.

The six-stage programme includes survial and activity skills taught each stage of the programme, and work progressively towards the next stage.  At the end of each stage, each child will receive a stage completion certificate and a badge will be awarded upon the completion of each stage.  In addition, each child will be awarded a coloured pin upon completion of each stage 4 to 6.

A separate open water module, known as SwimSafer Open Water, would be introduced as an entry requirement for water sports entrants.

[ INTRODUCTION TO WATER SKILLS ]

STAGE 1

 

The objective is developing confidence and independence in the water, learn general and deep-end water safety.  Techniques taught include the forward and backward movement, safe entry and exit and personal water safety.
 

At the end of stage 1, kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Perform a slide-in entry and exit the pool using ladder, as well from pool edge. 

  2. Execute a front float for 5 seconds and recover to a standing position. 

  3. Execute a back float for 5 seconds and recover to a standing position. 

  4. Submerge in waist deep water, open eyes and blow bubbles. 

  5. Swim 10m on front and 5m on back. 

  6. Survival & Activity Skills: -

    • Signal distress and call for help; then grasp a flotation aid​ and float with it for 10 seconds.  Propel to the pool's edge and exit from water.

    • Dressed in swimwear, shorts & T-shirts demonstrate - Correctly fit a PFD, jump into the water and then climb out of deep water.

[ FUNDAMENTAL WATER SKILLS ]

STAGE 2

 

General skills development including unassisted step entry into water, sculling, feet-first surface dives, personal water safety skills as well as water safety in aquatic environments.  One of the goals is to acheive 25 metres of continuous swimming.

At the end of stage 2, kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Perform a step-in entry. 

  2. Execute a front float for 10 secs, and recover to a standing position.

  3. Execute a back float for 10 secs, and recover to a standing position. 

  4. Swim 5m on front, rollover & continue swimming 5m on back. 

  5. Scull, float or tread water for 30 secs.

  6. Search for and recover an object in chest deep water.

  7. Demonstrate a feet-first surface dive in chest deep water.

  8. Swim 25m with Freestyle or Breaststroke; and 15m with Backstroke or Survival Stroke.

  9. Survival & Activity Skills: -

  • Scull, float or tread water for 30 secs.​

  • Dressed in swimwear, shorts & t-shirts demonstrate - Swim 15m using any survival stroke to pool edge and climb out.  Put on PFD and jump into the water (at leasst 1.4m deep), swim 25m with PFD, then climb out of the water.

[ PERSONAL & STROKE DEVELOPMENT SKILLS ]

STAGE 3

 

Entry skills such as the stride jump will be taught.  Skills include sculling, underwater skills and putting on a personal flotation device (PFD) whilst in the water and swimming with it.  One of the goals is to achieve 50 mtres of continuous swimming.

At the end of stage 3, kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Perform a stride / straddle entry.

  2. Scull headfirst on back for 5m.

  3. Scull, float or tread water for 1 min.

  4. In chest deep water, swim through hoops on pool bottom 2m apart.

  5. Swim 50m continuously - 25m Breaststroke and 25m Survival Backstroke.

  6. Survival & Activity Skills: - 

  • Scull, float or tread water for 1 min.​

  • Dressed in swimwear, shorts & t-shirt demonstrate - Swim 25m to a PFD, and correctly fit a PFD in the water & swim 50m with it.  Then climb out of the water.

[ PERSONAL SURVIVAL & STROKE IMPROVEMENT SKILLS ]

SWIMSAFER BRONZE

 

Development of the student's stroke techniques is a focus here, along with coordinated breathing in deep water.  This stage sees the introduction of throw rescues and more personal survival skills.  One of the goals is to achieve 100 metres of a variety of strokes.

BRONZE

At the end of Swimsafer Bronze (stage 4), kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Entry water using a compact jump.

  2. Demonstrate a forward somersault in the water.

  3. Scull, float or tread water for 2 min.

  4. In at least 1.4m deep water, perform feet-first surface dive, swim through hoops on pool bottom for 2m.

  5. Swim 115 metres continuously :- 25m Freestyle; 25m Breaststroke; 25m Backstroke; 25m Survival Backstroke, and 15m Sidestroke.

  6. Survival & Activity Skills: -

  • Scull, float or tread water for 2 min.

  • Dressed in swimwear, shorts & t-shirt demonstrate - 3 mins of swimming slowly using only survival strokes, changing each minute.  

  • Wave and call for help.

  • Retrieve a flotation aid thrown by a rescuer (2m away), and kick to the side of the pool & exit.

  • Rescue Skill - Throw a flotation aid to a partner 2m away & instruct the partner to kick to the edge.

[ INTERMEDIATE PERSONAL SURVIVAL

& STROKE REFINEMENT SKILLS ]

SWIMSAFER SILVER

 

Fundamentals of diving will be introduced. Development of personal survival knowledge will continue with a situational context of swimming quickly away from a sinking boat.  Students will be required to demonstrate efficient stroke techniques by swimming a variety of strokes over 200 metres within a given time frame.

SILVER

At the end of Swimsafer Silver (stage 5), kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Demonstrate a dive entry (crouching).

  2. Demonstrate a backward somersault in the water.

  3. Scull, float or tread whilst putting on a PFD in the water.

  4. In at least 1.4m deep water, perform feet-first surface dive, swim through hoops on pool bottom for 3m.

  5. Swim 235 metres continuously [Efficient stroke techniques must be used ]:- 50m Freestyle (< 1:30); 50m Breaststroke (< 1:50); 50m Backstroke (< 1:40); 50m Survival Backstroke; 25m Sidestroke & 10m of Dolphin kick on front.

  6. Survival & Activity Skills: -

  • Dressed in swimwear, long pants and t-shirt, demonstrate the following as a continuous sequence :- (a) Enter deep water using a straddle jump; (b) Perform a backward somersault; (c) Submerge feet-first surface dive; (d) Swim underwater and resurface; (e) Swim 45m quickly using freestyle; (f) Wave & call for help; (g) Retrieve a PFD in the water & fit it while treading water; (h) Demonstrate "Heat Escape Lessening Posture (HELP) technique; and lastly (i) Swim 25m with PFD & climb out of the water.

  • Rescue Skill:- Throw a PFD to a partner 3m away & instruct the partner to kick to the edge.

[ ADVANCE PERSONAL SURVIVAL & SWIMMING SKILL PROFICIENCY ]

SWIMSAFER GOLD

 

Student will be required to perform a variety of strokes with efficiency over 400 metres within a given time frame for each strokes.  Personal skills like making use of clothing to make a personal floatation device and swimming with them, putting on a life jacket in water and demonstrating the Heat Lessening Posture technique will be taught.

GOLD

At the end of Swimsafer Gold (stage 6), kids have successfully completed the following swimming, water safety and survival skills :-

 

  1. Demonstrate a standing dive.

  2. Scull, float or tread water for 5 minutes.

  3. In 1.8m deep water, perform head-first surface dive (tuck or pike) & perform ear equalisation, if necessary & swim through hoops on pool bottom for 5m.

  4. Swim 415 metres continuously [Efficient stroke techniques must be used ]:- 100m Freestyle (< 3:00); 100m Breaststroke (< 4:00); 100m Backstroke (< 3:20); 50m Survival Backstroke; 50m Sidestroke & 15m Butterfly.

  5. Survival & Activity Skills: -

  • Dressed in swimwear, long pants and t-shirt, demonstate the following as a continuous sequence :- (a) Enter deep water using a compact jump; (b) Perform a head-first surface dive to a depth of 1.8m and perform ear equalisation, if necessary; (c) Swim 5m underwater through hoops & resurface; (d) Swim 45m quickly using front crawl - then swim slowly for a further 50m using any preferred survival swim strokes; (e) Remove pants in deep water & make a float with it while treading water for 5 mins; (f) Demonstrate "Heat Lessening Posture - HEAT" technique with the self-made float for 1 min; and lastly (g) Swim 25m with the self-made float & climb out of the water.
